Heres a quick question. I have a battlefield condition "power dampening field." If I play this, can I use an outsider to make a high damage character use his normal damage value, while all other characters on the battlefield are stuck using 3 or lower damage (unless they are using rce or cce)?

Note: RCE, CCE, BCF

All nerfed by PDF. CANNOT go higher than 3. Only SS can increase damage past 3.

Notice it says powers or TA's? PDF also says It doesn't modify them, it replaces them.
