But, what if I say that the grounded figure is based by an enemy flyer and no one else, but there are enemy grounded figures in the field of the pulsewave. Does that affect anything? My guess would be no...

Well, technically it would. If the enemy flier were the *only* figure in the range of the Pulse Wave, he'd take full printed damage rather than having it reduced to one.

Well wouldn't the flier be the ONLY person that takes the damage cause the PWer is adajacent to the flier and you can not make any ranged attacks when based (except for the noted flier).
So in theory there could be 10 different figs friendly or opposing dosn't matter that are in range but since the PWer is based by a single flyer, that flyer would be the only fig given damage. And since he is the only one that can be affected he would also get the printed base damage.

IT says on the PAC "Draw lines of fire to all figures within range of this attack."
I'm pretty sure It'd still hit everything in the blast radius, not just the one flier.
