As I said before, damage reducers are a bad idea. Even if his DV is only 13, you'll need at least a 3 damage to crack that... and if you've got a character that can deal 3 damage on your team, you're opponent didn't do a very good job of building the worst possible team he could
True but with him haveing an activation click with carp stats and no damage reducers followed by the click of imperv with steal energy even if your oponent gets him on his imp click they can't attack with him or he will "heal" back to the activation click. At which point it will be easy to knock him past the imp.

And then he attacks and heals back onto Toughness or Impervious with a later attack.
Trust me, you do NOT want to use Parasite in this scenario. Bewteen his deep dial, Steal Energy on ever click but his first, the damage reducers, and the fact that the team you will be playing will have characters with 0, 1, and 2 damage at the most (assuming your opponent had even half a clue about building a bad team), you will not be taking Parasite down anytime soon. I would LOVE to get a Parasite in this type of event (yes, I said I'd love to play Parasite... bet you never thought you'd see that sentence before ).
Our local judge is planning an unrestricted event where players are to build a 500-point team (with no figure costing less than 50 points).
^That sentence right there eliminates half the characters being suggested (anything under 50 points)
Experienced old scarecrow is 50 points and boy is he useless, as has been pointed out.
Waste as many points as possible with team abilities that require more than one member of a team (S6, antibat, xmen, titans, jsa, f4), but only give him one person per team.
In case you don't own the completely useless figures (I wouldn't ever buy a leader and if I got one I would trade/sell asap, so I wouldn't be able to play him in this senario), you might have to settle for giving him some decent figures, just make sure you know their weaknesses.
Examples:
V Blob might have toughness and 3 damage but if you get him off that first click, he becomes much less dangerous and if you hit him a few times, he becomes so slow you can ignore him.
E Kraven (old) is a badass on his first click but if you can hit him once (or if your opponent pushes him) he becomes nothing more than a 4 range, ####-for-defense incapper.
V Storm (not dangerroom) 10 attack, 10 range, 4 ranged damage (so i don't suggest using her, but...). Hit her for 2 damage and shes got a 7 accuracy with 1 damage.
E Ice barrier and incap don't hurt you too bad, with her poor values but make sure she doesn't land on her 3rd click cause 17 defense plus defend won't be good for you. Of course, if your opponent gives you something with EE, you might purposely land her on her 4th click (16 defense with defend) to make his team huddle around her so you can hit them all at once.
