Is it plausible? 166 pts is a lot for a 300 pt team. Does anyone know any good ways to supplement BB for such a low point game, whilst not being just another Nova bomb?
Black Bolt is a strong Running Shot character, using either Pulse Wave (against one opponent or multiple) or a 10-range attack. His weakness is the absence of damage-reducing powerws on his early clicks.
So after Black Bolt uses Running Shot, send Lockjaw to block line of fire. Lockjaw is very hard to KO (especially when he's sharing Black Bolt's 17 defence!), and he also makes it hard for opposing characters to base Black Bolt (which saves Black Bolt from needing to break away).
Lockjaw can also carry another character (ideally someone with Energy Shield/Deflection or Combat Reflexes - veteran Spoiler would be awesome) so that three of Black Bolt's adjacent squares are blocked. Veteran Spoiler, for example, would provide a Stealth wall against ranged attacks, and have a 19 defence in close combat.
This is all vulnerable to Trick Shot, unfortunately, but against other forces it's a strong (and inexpensive) strategy.
I've only played this in one tourney, but it never lost:
Black Bolt
+Nova Blast
+Protected
R Polaris
V Havok
E Hydra Technician
It's pretty simple really. Everyone on the team that isn't Black Bolt has ES/D. One of the best parts is that you don't need to rush into the Nova Blast (when I used Emerald Empress, it always seemed like I was trying to hit it on the second turn.) Just move the whole team forward as a group; BB can Running Shot while carrying the Tech, and Polaris can follow while carrying Havok. On the turns when BB doesn't attack, just use your Perplex on Havok and let him blast away. And when the moment is right for the Nova Blast, just throw him out there with Polaris and let him do his thing.
Heck, you can even push the Technician to do a dance every turn so you'll eventually get to his Support clicks.

I think you're thinking of Force Field, which can't be placed on a character with damage reducers on its dial. Life Model Decoy can be placed on any figure - it just won't take effect on clicks where a damage reducer appears. (unless, of course, that damage reducer is outwitted, in which case LMD would kick in.)
I think Jakgotbak's strategy is sound, but could use a little tweaking:
1) If you are going to use the E Hydra Technician, get some mileage out of his dial without pushing and use Darkness Within on Black Bolt to get him to his good clicks. You can do this by simply keeping him next to Black Bolt. Now Black Bolt can have 10 attack and 6 damage or 11 attack and 5 damage with his perplex.
2) This also works on Lockjaw since he has a long dial. You could be doing one extra click and in the process (at least with the Hydra Technician) be directly helping your cause.

I like the idea, though there would have to be something lost in order to stay under 300 points.
The team is currently 297, so if I dropped the protected from BB and subbed rookie Songbird (44 pts.) in for Polaris (50 pts.), there should be room for the Darkness within card. Unfortunately, if Songbird pushes or takes any damage at all, she loses TK.
And don't forget about the Hydra Technician's TA. Blackbolt could carry him during a running shot (while self-perplexing and using Darkness Within) and could choose between 12 attack/5 damage or 11 attack/6 damage.

This is the reason why I'm afraid to field the Black Bolt figure in a tournament . I've had him for quite sometime.
I do like the idea you suggested using LockJaw to transport someone and using both figures to block Black Bolt .
Lots of people think that - and yet, I've never used Protected on Black Bolt, and I've won tournaments with him.
No matter what feat cards you use on Black Bolt, he works best in 300 points. In these games, if you've blocked line of fire with a Lockjaw and a taxiied figure, your opponent will likely not have the resources to attack Black Bolt in the first place.
