No. HSS option one grants a free close or ranged combat attack. Telekinesis is a power action.
Do feats add to a character's point total for MC feedback or mastermind purposes?
Intersting place for this topic , but here goes:
No. From the General FAQ:
Q: Do the points from a feat card that states “choose a character” add to that character’s overall point value?
A: No. The points for feat cards add to the overall force build total but not to any characters point value.
Specifically, on page 11 of the Danger Room rule book it is mentioned that feats are part of the build total. However, nowhere is it mentioned that they actually add to the cost of the characters. If you or your friends are using old rules, you may find a different ruling; when feats were first introduced they did add to the character's point total. This was officially changed in Icons, though.
