Can I have a outwit f's outwit and b outwit f's rce and then declare c as outwiting f's outwit if my clix a gets killed or loses outwit ?

No you can't. Once the power is OWed by your figure a, f is treated as if he doesn't have OW on his dial, so there is nothing there (as far as OW goes) for c to OW.

I assume this came up due to using Superman Enemies TA or In Contact With Oracle? Otherwise, a character can't have both RCE and Outwit showing on the dial at the same time (and a power needs to be showing on the dial in order to use Outwit on it).
All that aside, taking your question just at face value the answer is, no. C can't Outwit F's Outwit because it isn't there; A has already countered it with his own Outwit. And since it isn't there, there is nothing to target with C's Outwit.
Thanks for the answers ... I choose a bad choice of powers to use for the example to outwit I should have said phasing and outwit as the powers I wanted to outwit.
yes you are correct normalview I am thinking of trying my hand at using the superman enemy ta or using 4 peices with outwit to neutralize a certain clixs powers so that once I base he/she they have to roll breakaway and cant simply move away using leap/climb, phasing or HSS.
I am trying to learn to use strategy since most of the people I play against dont just blindly charge straight at me and one in particular likes to run back to the medic after getting hit once.

The only exception to what they've said is thif your original figure Outwitting your oponents OW loses his OW.
Try to simplify...
a OW's...takes an action, thereby taking damage(either push, crit-miss, or other reason).
a loses OW.
f gains his OW'ed power back.
c can now re-OW that power since the figure now has it again.
Very true, but the way the OP presented the scenario was C doing a... shall we say "precautionary" Outwit, before A lost its Outwit. Big difference in the timing, hence the negative answer.
But, yes, if A loses it's Outwit somehow, C can go to town with it's Outwit
