Do you need to have the power showing to use the regen?

at a local tournament, someone had autoregen on the character, but was using it every turn regardless of what was showing on the dial at the time.

im like 90% sure that he was wrong, but looking for a clarification (i heard about this AFTER, and the judge was not asked, it was just taken for granted)

Yes, you need to have the power showing.
The prerequisite for Automatic Regeneration is Regeneration; therefore, you can only use Automatic Regeneration when Regeneration is showing.
