So say I have Psychic Blast and I use it to hit a character with a damage reducer and the Armor Wars BFC is in play. Do I do normal damage, as the penetrating damage isn't able to be reduced and thus the damage reducer never activates or do I deal 1 more damage as the Damage Reducer does activate, but has no effect on the penetrating damage?

Nope. Why would it? EW and PB used to say "damage dealt by this attack ignores powers that reduce damage." Instead, they shortened it to be "damage dealt by this attack is penetrating damage" (paraphrased of course) to save space on the PAC.

You might be thinking of Armor Piercing and its interaction with Armor Wars.
Armor Piercing is not penetrating damage, though many people incorrectly treat it as such. All AP does is prevent damage dealt from being reduced below 1, so AP can and does trigger the Armor Wars BFC.
Penetrating damage. The damage from an attack or game effect that deals penetrating damage may not be reduced by any power or ability that reduces damage dealt (such as Toughness or Invulnerability) yet may still be reduced by other game effects such as feats or battlefield conditions.
Penetrating damage is damage that can't be reduced by damage reducing powers so an attack that deals 5 damage can't be reduced below 5 while an attack that deals 1 damage can't be reduced below 1 and so it goes regardless of the actual increment used. We have an existing ruling for AW + AP + one Damage Dealt (Poison for example) causing a figure with a damage reducing power to take 2 clicks of damage because the damage reducer attempts to reduce the damage dealt to 0 even though AP says it can't be reduced below 1 which is what it already is. Therefore, since PB and EW no longer ignore the damage reducing powers, the damage reducer would attempt to reduce the penetrating damage, even though it can't, and trigger the AW BFC in the same way AP does when only one damage is dealt.
That may not be an intended effect of penetrating damage, but that is how it should work based on the existing ruling.
