I think no, becuase its every 100 points of the point value.

Depends on what exactly you mean by "people below 100 pts".

If the total value of all characters Mind Controlled is below 100, no damage is taken.

If the total value of all characters Mind Controlled is over 100, you'll be taking at least one click (possibly more if it is over 200, 300, 400, etc).

For example, Karma (with two targets) mind controls Ka-Zar (40 points) and SHIELD Sniper (22 points). The total is 62 (40 + 22) points, which is less than 100. Karma takes no damage via MC feedback.

Now Karma controls V Taskmaster (75 points) and Ka-Zar, resulting in a total of 115 points controlled. Karma would take 1 click of feedback damage even though both are below 100 points individually; the total is what is important.

And if Karma controlled V Superman and U Ares, you'd be looking at over 500 points total, so she'd take 5 clicks of feedback damage.

For every full 100 points MC'd, the MCer takes 1 damage. Remeber to add up all point values if multiple targets are MC'd.

So:
1-99 no "feedback"
100-199 1 damage taken in feedback
200-299 2 damage taken
etc.

Right. If you MC 50 points, no damage. If you MC two 50 pointers, you take one damage (total is combined) 3 50 pointers, still 1 click. If you MC NGN Iron Man and a Super Ape (210) you're taking 2 clicks.

Is this cost before or after feats?

If I mind control a Dr. Doom Vet I would usually take just 1 damage because he is 198 points; but if he had, say, inspiring command, would I have to take 2 clicks becuase he is now worth over 200 points?

The cost used is before feats, so Dr. Doom would only inflict 1 click of feedback damage. However, it is important to note the you CANNOT use ANY of the feat cards attached to the character you have mind controlled (so no MC'ing the opponent's Braniac and using his Nova Blast on his own guys. Sorry.)

Feats do not add to a character's point value for Mind Control feedback, Inspiring Command, or Mastermind.
