BTW, Is that an official ruling? Just wondering, as it isn't in the E&C or FAQs.....
I asked about it here before I became a Judge, someone posted it on the WK Judges forum and got the reply "it works".
I have seen with my own eyes that it is okay to "switch" the roles of figures - someone asked about using E Azrael to Fastball NGN Superman and that was okay (both had taken enough damage to meet the respective prerequisites and Crosswinds was in play - the intention had been to throw Azrael with Superman though), so I don't think anything has changed.

I don't know if this is what you're looking for but:

So the entire text reads like this:
Quote
PREREQUISITES: Chosen characters must have the same team ability printed on their bases:see feat text
Choose two characters; if one of them is KOd before this feat is used, remove the feat from the game.
Give both characters a power action when they are adjacent: The first character must have Super Strength and the second character must be a character without Flight, have Toughness and may not have a damage value higher than 3. The first character makes a ranged combat attack against a single opposing target within 6 squares. Place the second character in any square adjacent to the target to which the first character has clear line of fire. If the attack succeeds, the second character deals the damage. Remove the Fastball Special from the game after the attack resolves.
Since the designation is only relevent at the time of he attack, a power gained by another feat (provided the figure qualified to be assigned the feat naturally in the first place) could be used to qualify the figure to be either the first or second character. I'm not otherwise aware of an "official" statement to support that idea, but by the same token, I've never seen one that disputs it either and it is the only way I've seen it played (yes, I have even used myself )

I don't want to talk to you no more, you empty headed animal food trough wiper. I fart in your general direction. Your mother was a hamster and your father smelt of elderberries....now go away or I shall taunt you a second time.
I see what you are saying, and I understand it. But do you see what I am saying?
The way I read it, when you assign FS during team construction, you assign both the "first character" and "second character" as such following the expanded prereqs in the text, which you would not be able to change later.
Anyway, it doesn't really matter to me, other than an interesting mental exercise, but I hope you at least see the point I'm trying to make....

Ah, but the card never says to designate which character will be doing what at the time it is assigned- you only do that when you USE the card. At the time you assign it, you simply 'choose two characters'.
I see where and why it's causing you trouble, but like many head-scratching questions and answers, it's a matter of wording.
