Can you oracle up your movement to charge an otherwise too far away opponent? I've heard something about it having to be a legal action in the first place to modify a value via oracle so I'm not sure.

Oracle allows you to add one to any value. Speed, Attack, Defense, Damage, or Range. So to answer your question...yes, adding one to your speed for a charge, hypersonic or running shot is not only perfectly legal, but a great idea too!

Cool, thanks for the clarification. I thought it was legal but someone gave me #### about it recently at my venue. They also said you don't get the points for ICWO until all the chars it's on are defeated. I thought you get the 10 for each agent killed, and if Oracle is on the card you get her points when all agents are killed.

You are correct. Danger Room rulebook page 53.
• Feats with variable point costs. If the total cost for a feat increases
incrementally with each character to which it is assigned, each time an
assigned character is defeated, assign victory points equal to that increment
of the point cost in the same way that victory points were awarded
for that character.

Yes, ICWO is a modifier - anything that gives a plus or a minus is a modifier.
However, keep in mind that the ICWO bonus is given at the time the action is made, but a replacement defense doesn't activate until the figure is attacked, so you cannot apply the ICWO bonus to a replacement value.
