I think your range is normal if you're doing anything that doesnt involve attacking another character.

Yes, you can Outwit at 10 squares, so why not Barrier and Smoke cloud?

The reason you cut your range in space is because it's simulating the characters "floating" around in space. if they're on an asteroid, they're not floating.

Unlike OW which has its 10 range in the PAC description, the range for Barrier and SC are based on the figures range value. Because of this fact, a figure that occupies space terrain (one of the criteria for halving the range value) uses either of those powers at half range. On the other hand, if the figure is not occupying space terrain it can place a Barrier or SC in space terrain at full range since it doesn't meet any of the conditions of the space map rules that halve the figure's range value.
