I believe the Danger Room rule book does a pretty good job of explaining the difference between an attack and an action...
Just think of it this way(For a "Make sense purpose"):
In comics, when your running around, your not concentrating on how to penetrate the enemies defense, you just want to hit them and run away. You don't have enough time to prepare what is needed to make your attack ubber powerful. Get it? That's how I see it.
