It all about the timing of Perplex and Enhance..

Perplex happens before or after a declared Action.

So, you would first declare that you are Perplexing your attacking figure's damage up 1...making it 2.

Then you would declare that you are doing a Multiple Ranged-target attack which would then reduce the damage to 1.

Why not after? Well if you first declare the action... then that action must be resolved. the attacking figure would be given a token and end its turn. Then you'd Perplex a figure who already acted....

With Enhancement, the delcaration of Enhancement happens at the same time the attack Action is declared.

So you would declare that you are making a Multiple Ranged-Target attack which would reduce the damage to 1. Then you would declare that it will be Enhanced. Which would make the damage 2 to all successfully hit targets.

This make sense?

But I've found that the timing of the two powers wasn't widely known.... and though your question did answer, more times than not, people would follow up with a 'Why?' question.
