I am trying to find the rules for the Shock the Turtle senario but cannot find it on here or Wizkids' website. I think it was in one of the older rulebooks but I don't have access to them right now. Could anyone please post the full rules or some link to them.

It was never an official scenario, as far as I know.
Basically, after some pre-set number of turns (usually 3 when I've seen it played, so that you have time to get everyone out of the starting area), special token, pennies, M&Ms, whatever are placed in the four corners of the map. Any figure caught in or behind the horizontal and vertical lines these four objects make is 'shocked' for 1 click of unavoidable damage. At the beginning of the first players turn, the objects are moved diagonally one square in towards the center of the map, so that the 'safe' area gets progressively smaller.
Hurm. Wonder why I thought it was an official scenario. Can anyone else chime in and confirm/deny this?

It is used at some of the big tournaments (like WW events) for things like the Battle Royals and such, but not in any kind of official Invitational capacity that I am aware of. Maybe you played at a BR that used the scenario and that's where the idea came from?
Another pretty common scenario for the BRs that encourage people to get out of the starting area is a 'king of the hill'-esque set up where four special tokens are placed directly in the center of the map. If your force (or you and your partner's force if you play BRs with partners) is the only one occupying those center squares at the beginning of your turn, you can deal one unavoidable click to any character on the map. Now, instead of moving up to avoid the shocking walls, you move up to keep the other players from being the only one in the center.
