Can you running shot and end up next to your target if you are a flier and they are grounded?

Assuming LOF may be drawn (no Stealth, etc), yes. A flying character can always make ranged combat attacks.


Oh, and grounded is an elevation, not a character type. It means 'not soaring, not elevated'. The term you are looking for is 'non-flier' or 'boot speed/dolphin speed character'.
