First example is clear, because it goes right and then down on a diagonal. Second example goes right and then down (into blocking) before going right again. The problem with trying to extrapolate them is that one has an even hight and the other has an odd height. a 2 by 4 will have a diagonal in the middle, as will a 4 by 6, 6 by 8, etc. A 3 by 5 does not though, nor does a 5 by 7.
actually i believe 1 and 2 do not have a clear LOF, because whenever your crossing a true diagnol you need to be at the exact corner of it.... at least thats how we usually end up playing at my venue *shrug*.

Example 1 is a clear line of fire simply because the line will not actually pass through the second square of blocking terrain or the space diagonally adjacent to it:
[1][X][X][X]
[b][b][X][2]
The italicized squares are the squares to which I'm referring. The line of fire will not cross through any part of those two squares; as said earlier, you can get a straightedge and check it out yourself (I use those thread wheel name badge holders).
As for example 2, it would work if you had it set up like this:
Character 3 is on the direct diagonal when the extra row is added in. If 3 is a giant figure, 1 and 3 can draw line of fire to each other. There are other situations 1 could see 3 as well (Coordination, Trick Shot), but I'm not going to go into those details.
