Never really thought about this, but it recently came up in an argument, and I wasn't sure what to say regarding it.
On to the question:
When using flurry, do you have to declare the target or targets beforehand, or can you choose as you going along? I said no, but the other person said that you had to declare what you're going to do with both attacks before you do them.
Example: Avengers spiderman uses flurry. Does he have to choose what he's going to with both attacks beforehand, or can he decide one after another?
Can anyone help me with this?

i believe you are right. the LOSH rulebook says resolve the first before making the second but never says to declare from the beginning your intentions. ive always played this way. im not saying its an OFFICIAL ruling but ive never seen it played any other way.

Targets are chosen at the time the attack is made, not at the beginning of the action. This is why SC is rolled after movement with Charge and RS, and why it is rolled before each attack for Flurry (provided both targets, even if the second is the same as the first, have SC prior to the attack anyway).
