Does Probability Control work against a pulse wave if the PCer is in the range of the pulse? The rules say no powers work until after the action is resolved, but I just want to make sure. I would assume that if the PCer is out of the pulse's range, then THAT PC would still be usable.

Correct with one minor addition. If the PW character is also the one with PC (like Jack of Hearts), then that character can use its own PC since PW does not ignore the user's own powers and feats.

Pulsewave ignores all powers of everyone within range of the attack. Probability Control is a power, so it is indeed ignored.
If the prob controller is within range of a pulse-wave attack, PC cannot be used.
If he's outside the range, but still within 10 squares and has a clear LOF to the attacker, then he can use it just fine

Alright, that is what I thought. Just wanted a confirmation. Thanks much for the quick response!
Just as a quick follow-up though, Pulsewave does of course not ignore the PC (or any other useful power) on the figure making the attack as he himself is not within the range of the pulsewave.
