The character who has Contingency Plan doesn't have to be able to draw line of fire to use its bonus on another figure, right? The card never mentions such.
Also, say there are two tokens on Contingency Plan. A friendly character goes to do an action. I know I can remove both tokens. However, can I apply one to Speed and one to Attack, for instance, or do they both have to affect the same value?

No LoF is required because nothing in the text indicates it. It is neither directly required nor does it work by using another effect like Perplex that requires it.

The wording of the text is such that each time a token is removed you choose to modify the figure's range, speed or attack value. Since the choice is made for each token, its possible to modify all three stats by +1 for a single action if there are three tokens on the card.

If the character's controller does not use all of his or her actions for a turn, put a contingency token on this card if there are two or fewer tokens on this card. When a friendly character is given an action, you can remove any number of tokens from this card: The character modifies the friendly character's speed, attack, or range value by +1 for each token removed.
i was using contingency plan this past saturday...it was amazing
giving my sr flash the extra move, or the extra attack, or my emerald eye the extra bonus to range...this is definitely my new favorite feat card
