No, sorry, I didn't explain it very well. There was a list of all the powers and all the TAs, and the cheapest character who had each of them, either as an opening click or midway through the dial. It was really neat, and I can't remember where it went.

NV is exactly right. Check the "Units" section at the top of the page, select the power (or TA), then sort by point cost. It's a very user-friendly system they've made there.
As a note, most of the "cheapest powers/TAs" were in the first 2-3 sets released. I still have a number of Hypertime figs because of the cheapest Bat Ally (Robin), cheapest PD (R Police), plus IC for the cheapest Stealth with OW (R Black Panther), etc, etc, etc.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
