Yes, as it is a feat from Mutations and Monsters. Any element from M&M that costs points [figures, feats, bystanders] counts towards the minimum.

But it cannot be used in this weeks event. This weeks event falls under stage 1 which is first 4 events. the prizes for the first four events cannot be used for the first stage. only beyond and likewise for other stages prizes.

They can be used only once the stage is over.
