Need help with Brilliant Tactician

Can Casandra Nova use it? She starts out with 2 clix of outwit then has 3 clix of perplex? or in order to use it does she need to start out with perplex?

No, as long as you have both Outwit and Perplex on the dial you can be assigned BT. Can't actually use it until you reach Perplex though.
