So, basically...if I want to choose a TA right away, I can have the reductions applied before the team cost is "presented"?
For example, I have a Spy team with Iron Widow and Winter Soldier...without applying ANY TA to the Mercenary Feat, I clock in at 305 points...but should I declare it at the start of the game, it's 300?

Not quite, the cost of the feat is determined during team construction and that cost determines your options for TA choice at the beginning of each game. The cost for the feat is based on the number of figures that naturally possess the TA chosen for the merc.
By paying 20 for Merc, you can only chose a TA possessed by exactly one figure on your team.
If you pay 15 points, you could only chose TAs possessed by exactly two figures on your team.
Finally, by paying 10 points, you choose from any TAs with at least 3 natural members on your team.
If you want more options, for example to be able to choose between a TA with a single member and one with 3 members, you must pay the full 25 points for the feat.

Q: How do I determine the cost of Mercenary?
A: You need to commit to the cost of Mercenary as you construct your force, though you do not need to select a team ability until the game begins. Let’s say you build a team with a non-TA character, one Batman Ally, one Superman Ally, and 2 Mystics, you can choose to put Mercenary on the non-TA character as:
• A 15 point cost – this would require that when you declared the Mercenary’s team ability at the start of the game, you would have to select Mystics as that is the only team available for that cost.
• A 20 point cost – this would require that when you declared the Mercenary’s team ability at the start of the game, you could select either Batman Ally or Superman Ally – you would not be able to select Mystics
• A 25 point cost – this would allow you to choose any of the three team abilities at the start of the game, but you would not get any point bonus for having members of the team on your force.
for your example with ultimates it would cost 25 for mercenary and 20 for mystics
This is right. The card says it costs 25 points if you are using the TA with only 1 other member, 20 for the TA with 2 members, etc.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
So, I use Mercenary and I only have 1 Ultimates on the team and I plan on choosing Ultimates; Merc is now 20 points?
But if I plan to use, say Mystics and I have two, it's 15?
If that's the gist, then yeah, I get it. If not...I don't know
That is correct. The only additional thing to remember is that if you wanted to retain the option to use either Ultimates or Mystics in this situation you'd have to pay the full 25 points.

Look at the 15 point cost line: 2 Mystics on the team = -10.
Look at the 20 point cost line: Either Batman Ally OR Superman Ally = -5.
I already have only ONE Ultimates on the team, so Merc is -5, for 20 points.
What am I missing?

Ok, so I want to merc a fig up to MoE-there is only 1 figure on the team with MoE.
It will cost me 20pts to do so and I have to keep both figs adjacent during the entire game, correct?

In this case, Mercenary would cost you 20 pts, indeed.
However, you don't need to keep both figs adjacent during the entire game: the adjacency with the original MoE team member is only needed when the Merc wants to use the copied TA.
