ok so jean grey from MM has a power that reads as follows:

my question is that since it says when she uses running shot she can use mind control as a free action, does that mean that jean grey can:
move using running shot, use psychic blast as part of the running shot. then use mind control as a free action on the same or another target?

cause that's how it's reading to me

I think the phrase "instead of being given a ranged combat action" would negate the possibility of a psychic blast or any other action as part of a running shot (since it's ranged). So the special power replaces your RS ranged attack with mind control as a free action.

It's one or the other the way i read it.

Correct because MC is usually a power action, unable to be coupled with RS.

But as it reads, AOA Jean Grey indeed can.

edit: I read your question wrong. You cannot RS/PB and then MC someone.

It's either RS/PB or RS/MC.

Is the key phrase here. It's pretty hard for Jean to use Psychic Blast without first being given a Ranged Combat Action, so no, you can't.

You can either make a running shot as normal and use her psychic blast (if you want to), OR you can make a running shot and use Mind Control instead.

Mind control and running shot are on the same slot (movement) on the dial, so before special powers it was one or the other on a specific click. With the inclusion of Special Powers we now have combos that we would otherwise not be able to have. So in Jean Greys case, she can use both Running Shot and Mind Control. But it is stated so that she can use them both, RS to triigger MC as a free action. Running shot is a Power Action. So MC is only compatible in this case because it is used as a free action. The figure can still only be given one tokenable action per turn, hence the reason MC is stated, in this case, to be a free action.
