Keyword Granted PC and a Mind Control Question Too
Some searching failed to result in an answer on this question. Hope I didn't miss it somewhere.
On a power such as Pulse Wave, that ignores Powers and Abilities, are you able to use Probability Control that's keyword based? We ruled no in our game on the weekend, because it is still a power, but they keyword, uh, wording says you have the ability to use PC but don't actually have the power.
Also, with Mind Control...if you control someone who has Prob on their dial, and they make an attack, can you use the PC or do you lose control as soon as you make the attack? Furthermore, if someone like Morgan Le Fay MC's multiple targets, can you use an MC'd character's Prob to retry a roll that you made with one of the other MC'd characters? If so, this goes back to the previous question, is that your action for the character (the Prob) or can you still use them?
Sorry for the confusion...

after reading pulse wave, not real sure. If the prob person was outside the pulse wave range. yes they can.
when you MC someone, you can do 1 action with them as a free action. If you attack with them then you cannot use their prob.
Moondragon question, yes you can use one of the targets prob to reroll the other ones attack. at this point the one that prob's has used it's 1 action and control would go back to your opponent.

Not sure on this one. I'll have to check back to see if someone else has the anaswer for this.

Yes, if you MC Zatanna and use her to attack, you may use her PC. PC is not an action and doesn't require any type of action to activiate. When a fig is MC'ed it is considered to be friendly to you until the resolution of an action. An attack doesn't resolve until damage is dealt to the target. The attack roll happens before this so you may still use any powers the MC'ed figure has.
For the second part regarding multiple MC'ed figures, the answer is the same. If Zzzax MC's Zatanna and Batman, and Batman turns his TA off and makes his attack and misses, you can use Zatanna's MC to reroll Batman's attack. You may then use Zatanna to take an action.
Give this character a ranged combat action; halve its range value until the action has been resolved. All powers and team abilities possessed or used by, and feats assigned to, characters within range of this attack are ignored until the action has been resolved.
Wild cards using this power may use the team ability of a friendly character within range of this attack.
At least one opposing character must be within range of this attack to activate this power. Draw lines of fire to every character (friendly and opposing) within range in every direction; these lines of fire ignore characters, but are affected normally by terrain. If clear lines of fire can be drawn to two or more characters, this character’s damage value becomes 1 for this attack; otherwise, do not replace this character’s damage value. Make a single attack roll and compare the result to the defense value of each character in range; each character hit is dealt damage. Attacks made with this power do not target characters.

Possessed and used by. A character must use the Probability Control granted by playing a theme team so, if the character is within range of the Pulse Wave, they cannot use the Probability Control granted by playing a theme team.

Each target hit can be assigned one action as a free action. Immediately upon resolving this action, the target becomes an opposing character to you and friendly to its owner’s force. This character takes 1 damage for each 100 points of the successfully hit targets’ combined point value. If this character has a range value of 0, its range value is 4 for purposes of this power and can’t be further modified.

Mind Control grants the targeted grant one action as a free action. However, Probability Control is not an action. You can use a Mind Controlled character's Probability Control as long as you have control of the character.
