IF I get him in time for the weekend I might use him, but I can't figure out how his SP works. I get that he has quake and super-strength at the same time and I kond of get the +2 but what's confusing me is the "give a power action and make an attack as a free action" part. Help.

I believe it's just a fancy way of saying that you can't use it in conjunction with Charge and Flurry.

So does you get the +2 on both flurry attacks?

More or less, yes. Maestro only gets the bonus when standing still and making a single, non-Quake attack.
