I just bought the nightwing/starfire duo fig and i notice that they have flurry. my qusetions are:
1) can i use flurry as part of my duo team attack?
2)can the outsiders team abilty negate the minus 2 to damage on a duo team attack?

1) Nope. Duo attack lets you make 2 attacks, not actions (Flurry is an action).
2) Nope. Duo ability is not a power or TA, so Outsiders doesn't affect it (just like it doesn't affect the Transporter Move/Attack ability).
