No you still need to draw LOF at target.

If someone is stealthed you can not outwit them even if your adjacent.

No. Outwit still requires Line of Fire to be drawn... even if they are adjacent. If the Stealth figure is in Hindering, then Line of Fire cannot be drawn to that figure.

So, no power on a fig with stealth/batman Ally (in hindering terrain) can be outwitted by an adjacent fig.

Outwit requires a line of fire, even if drawn to an adjacent square.
