I have one question.It says in rules that came with Sinestro that he can't move thru elevated blocking terrain,but he can move on top of it.I don't understand that.Could I get one of you judges to elaborate on that,please?

It basically means he can move on top of a building, as if he were flying, but he can't hide inside it.

Uh, he can move through elevated blocking terrain. All terrain is treated as if the character is soaring. He can't land on top of a barrier that is for sure.

Interesting Question, If Sinestro and Sentinel can destoy objects by standing on them, can they also destroy barriers the same way?
