Darkseid's Omega Effect option #2 allows you to modify your Damage by -2 to make the damage that you do PENETRATING DAMAGE. If you use the Outsider TA on Darkseid BEFORE declaring your ranged attack does that allow you to gain the benefit of the PENETRATING DAMAGE without the penalty of -2 to your damage.
The way I read it, it seems that you have to -2 dmg as a requirement to gain the PenDmg. No -2 no PenDmg.
There's nothing to discuss. This has been mentioned as a perfectly viable strategy since the set came out.
Not only that, but it is nothing new. You could use it on JL SR Batman, for example, to avoid the -1 to damage on Datarangs.
These things are powers with effects. The -2 is an effect. The penetrating is an effect. Tere's nothing to say that all effects must happen in order to succeed.
Before Darkseid makes a ranged combat attack, you can choose any or all of the following options for the attack: 1) Darkseid's range value is halved and his line of fire ignores characters and hindering terrain; 2) Modify Darkseid's damage value by -2; damage from this attack is penetrating damage; 3) Darkseid's damage value is 0; if the attack succeeds, put the target in any unoccupied square within Darkseid's range to which he has a clear line of fire.
It wouldn't work with option 1, since halving the range is a replacement value, and the Outsiders team ability only prevents modifiers, not replacement values.
Likewise, it wouldn't work with option 3 which is also a replacement value.

Not to mention M&M's Colossus... Outsiders takes away the -2 deficits from Fastball Special (making the attacker more viable after the "throw")... that's just nasty with a few "Activation click" figures
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
