It seems like it because Phasing takes a power action to move your character and the move-and-attack is a move action... Any way if it does I like V Mirror Master just that much more!

You said yourself why it does not work: In order to use Phasing, you need to assign the figure a Power Action. In order to use the move-and-attack, you need to assign them a Move action. A Power Action that causes your figure to move is not a move action, it is still a power action.

You can use the move-and-attack with Leap/Climb however, as Leap/Climb activates when the figure is given a move action.

Uncle Sam has it on his first click. Works well too!

Phasing also doesn't "work" with "free move" actions from Team Abilities (JLA, Avengers, Brotherhood come to mind as having Phasers...or Wild Cards copying those TAs)

And Phasing doesn't mix with Double Time (something many Lockjaw players often didn't know).

Well I haven't seen any power or ability grant a move action so I was hoping that's what Phasing granted albeit in, uh, special terms.
