Well, it depends on what you mean, and specifically which Colossal figure you are talking about.
If the character has a move+attack ability, like Running Shot, then you could activate that twice as the two free actions.
However, you cannot give the character a move action for one of the free actions. So if your Colossal doesn't have a move+attack ability, you can't give a move action for one free action and attack for the other free action.
Here is the Multi-Attack definition...

Make an attack roll for each attack, if any. Any damage dealt by one of these attacks is reduced by 1, minimum 1 damage. This character may not use feats when using this power. This power can’t be countered or lost.

Correct. You can either give him a move action as his one action on that turn, or a power action to activate Phasing, or you can use attack -- either normal or Multi-Attack, but if you use Multi-Attack, he has to stand still.
I don't believe that is correct. Anti-Monitor should be able to activate multi-attack, then for his first free action use Phasing/Teleport (a power action) and for his second free action take a close combat or ranged action. When A-M loses Phasing, he would not be able use this ghetto move-and-attack tactic.
Can anyone point me to the erata that was quoted up there where Multi-attack cant be used with P/T, Regen, Support? I know its going to come up when I play in week 11 and I want to have an easy referance so pls PM me the url.

That is not correct. I refer you to the quote from the latest E&C document above. You specifically cannot do that.
