Is there any team formation, that doesn't include a colossal character that could come close to beating the Spectre?
I have this team made
- V Shazam!
- Warbound
- Protected
- Monster Hunter
- E Roger
- Warbound
- V Azreal
- Warbound
- 3x Dawnstar
If i could get the first hit (small chance) with Shazam carrying a heavy object, I could almost get him off his outwit, then a perplexed dawnstar could take him off outwit.
I would need a telephone booth to push shazam just before he attacks so hit HSS couldn't be outwitted.
Does this seem plausible?
R CD Spectre is one of the easiest colossal's to beat. He DOES NOT have Quintessence. He only gets it during his scenario, only the V has Quintessence. He still doesn't push, but you can outwit him and/or use dissent on his Mystics TA.
As for your team, I think it has too few figures. Spectre will pick them off one by one before you can do enough damage.

Please note that I've never played The Spectre, and I'm not the best tactician here. If someone else gives you conflicting advice, I urge you to go with their ideas. The following post is only based on my thoughts from seeing the Spectre's dial in the units section. With that said...
Firstly, I agree with Morand, you're going to need more figures. It seems like Incap would be a good thing to use here, as well as a lot of outwit, super strength, etc. From what I can see you're basically going to need to only hit when it's going to be hard, and try to prevent The Spectre from hitting you.
Weaknesses of the Rookie:
1. No Quintessence: Outwit and Smash!
2. He won't be healing. Any damage done sticks.
3. No move and attack. He's doing one or the other. With TK and Running Shot/Charge or Hypersonic Speed you can get the first hit in on him.
4. Only does 1 damage with pulse wave.
Warbounded V Shazam w/Monster Hunter isn't a bad idea. Get some Prob control on your team. You want to make sure your attack hits because it's crucial that you get him off of outwit as soon as you can. I'm not sure about Azreal though. He won't be able to get in there and do much. Spectre would able able to take him out in a turn if he decided to multi-attack him.
You could alway set Spectre up with a "Judo Flip" from Kid Flash w/Maneuver. Set up out of range with some heavy hitters with range. Tk in Kid Flash to make an attempt to hit Spectre. If you hit and do damage, great. If not, you "flip" him into range of all the rest of your pieces. This way you'll be able to make attacks two turns in a row instead of having to move into position and attacking.

I just beat him using the following team: (Week 10, unrestricted)
E-2 Supes
Fortitude
V Mr. Terrific
E Dr. Midnite

U Sandman

Basically, moved my PCer and outwitter up into position, outwitted Imperv, and TK'd Supes out, picked up a heavy and hit for 7. Then, since I had two theme team probs (JSA) I was able to pretty much stop Spectre from hitting much of anything. I didn't lose one piece (well, maybe I pushed a pog for a theme team roll) and the game lasted all of 10 minutes (maybe).
I figured the 3 dawn stars would help my AV enough to hit the high DV, I played 3 dawnstars in week 10, and never missed a single attack (everyone played colossal's) I even managed to take down a Starro in about 5 rounds.
I have two options to switched out Azreal, OotS Batman and lose Monster Hunter, or R Question w/ Dissent and V Hive Trooper losing Monster Hunter and Protected.
Well, I decided to play a Spectre for week 10, and it was beaten by a combination of a HSS brick (V Icons SUpes in this case), Stealthed support (Dream Girl, Icons STarter Batman, Atom 'puck' LE) and a secondary brick (E Valor).
No ignoring of stealth is key as well. Playing OOTS Batman with a few W.C. Running Shooters should also do quite well, as well as the added support, of course.
You could also try using Deep Shadows as a BFC. This goes for a BFC against any collosal. I used it on a Starro this week. Especially if you have a theme team, knock out the colossal's range with a BFC.
