The only stipulation for Smoke cloud is that you can't put it on blocking terrain.
The problem is Smoke Cloud's text wasn't updated when the separation of water and hindering terrain happened. But it still doesn't change the fact that nowhere does it say Smoke cloud can't be put on water terrain, just that it can't be put on blocking terrain.
You should be able to put smoke cloud under Aqualad, now whether that actually reveals him is another matter. Does the now hindering terrain count as a replacement (i.e. change the water terrain to hindering) or is it an additive (i.e. both water and hindering at the same time)?

For standard water terrain you may be correct but with water terrain that is created with Tempest's SP or with the Fire Hydrant, then no. It is stipulated on those that the water terrain is only created on clear terrain. When the smoke cloud is put into place the terrain is no longer clear, therefore the SP and Fire Hydrant can no longer create water terrain in that particular square.

I agree. It's been a tactic of TKing objects under figures with submerged (or similar powers) for a while, too
