Can you outwit a character's range?

No, although I think you could under new rules for FF starter set, if you can outwit flight why can't you outwit range.

Nope; range isn't an ability. However, Sharpshooter is and you can Outwit it, but you can never Outwit the printed range of 2-12.

Correct. Range is a combat value, and if you want to affect a combat value you need to use Perplex.

so, on that note you could then perplex somebodys range down. 3 squres is a significant reduction to me.

Sure you can. There hasn't been much point to do so until now though - the only reason I can think of his to reduce the range of a Pulse Wave to avoid hitting your own figures. But with the FF rules, that of course changes.

could you ever perplex down your range when using pulse wave? I thought it ignores all modifiers

Not modifiers, just powers, team abilities and feats of characters within range of the pulse wave. It can still be affected by terrain, characters outside the blast radius (including the attacker) and various other effects (the 3D Desk for instance).
