Wolverine_Hulk and BLACKHEART25 are both (kinda) right. Pushing damage is always the last thing that happens. You can take damage after the 1st attack of a Flurry by many means though (Mystics, Criticle miss, Damage Shield, ect). If that happens you take the damage after the 1st attack, and then if you still have Flurry showing on the dial you can make the 2nd attack(and perhaps take more damage because of the same reasons as the 1st attack). If you loose Flurry after taking damage after the 1st attack, you cannot make the 2nd attack.
Tarnish is correct, but the reverse is also true: a figure with Flurry and Steal Energy will receive a click of healing after the first attack. Should the click of healing put the figure off Flurry the second attack cannot be made.
Thank you to everyone who responded to this. Its something I've wondered ever since a judge's ruling during the Coming of Galactus event. He ruled that you DO have to take pushing damage between flurry attacks. I wasn't the player he ruled that on, but if I was... mannnnnnnnnnnnn... I would've fought that judging BIG TIME!!!!
