1. but can he shoot out of adjacency because of his trait?

or do we go with how Trick Shot works and say that he can't when he is based?

2. and can he still outwit/perplex out of adjacency thru other figs?

He can ignore characters for line of fire purposes, but he still cannot be given a ranged combat action when adjacent to an enemy. So no, he cannot shoot out of adjacency.
He ignores characters whenever he draws line of fire (and not just when making an attack), so he can Outwit and Perplex through other figures (anyone can Outwit/Perplex out of adjacency as long as they can draw Line of Fire btw)
