Turtling is different than stalling so the judge really couldn't do much if they simply pass or throw up barriers then pass. One option would be to TK a Spiral in the middle of them and wreak B/C/F havok with flurry, but that could also lead to the untimeliy demise of your six-armed wonder. You could also employ the FLord tactic and, as one not ashamed touse the pieces supplied to me, I would take that option seriously. Fly him up there, blow the #### out of people, wait for them to try and hit FLord, push him to destroy again, then push your taxi to fly him back to your waiting medic. Repeat until the turtle is a nicely browned and serve with your tourney winnings. Just a suggestion.

I've also found that the XP Elektra can work wonders from a far off rooftop with her double-arrow MC. Oh, how I would hate to see that U Wolverine slash the poo out of your turtled (insert hated overplayed character here).
All three viable options, some more respected than others (don't hate on FLord just cuz you can't figure out how to beat him).
Use Energy Explosion in conjunction with a SHEILD Team and Enhancement. Any roll of doubles will like only further the damage taken. Even if you are going against Invisible Girl, you only need to hit the turtled formation once with a character adjacent to her.
A player at a local tourney had Blizzard Pulse Wave about ten Con Artists on the first turn. He was adding 6 to Thor's damage and 4 to attack. And saying stuff like... 'If I don't fumble, Batman gets hit for 10.'
Another way to fight that might be to soar into and out of combat. Have Sauron & Annihilus soar over into charge/ running shot range. Distract with ground pounders. Charge with Sauron and EE with the second flier.
Think 3-D.

I know this feeling very well as for the last two weeks i have been up against this:
6 Con Artists
6 Mandroids
2 E Booster Golds
1 V Magneto
1 V Blizzard
He turtles them in formation, uses Pulse wave on the Conartists, and when you come to get him, Magneto is suddenly doing 7 cliks.... combine this with the fact that out of a 50 minute game, he takes at least 5-7 minutes per turn to figure out his moves, and you get me getting incredibly annoyed...
My Counter-attack this week is going to be:
E Black cat (probability control, free move)
R Elektra (Cheap Blades/mop up)
V Boomerang (energy explosion with 8 range 3 arrows)
V Iron man (free move, 12 mov, running shot, ee, rce)
U Deathbird (running shot, RCE, Blades)
2 Paramedics
I will kill all da hookers, and then, magneto is mine!
