Under Chaingun besides the extra attack for adjacent characters it also says if the result of a successful ranged combat attack roll is doubles damage is penetrating.
Dose this go for any ranged attack made by the Punisher? It can be a single target correct?

CHAINGUN: Once per turn when the Punisher succeeds at a ranged combat attack against an opposing target character, after the attack resolves he can immediately make ranged combat attacks against any other opposing characters adjacent to the target to which he can draw a clear line of fire. (Each attack is rolled and deals damage separately). If the result of a successful ranged combat attack roll made by the Punisher is doubles, the damage dealt is penetrating damage.
While on the subject of SI Punisher and the Chaingun SP, when do you determine the adjacent targets to which he gets to make the free ranged attacks? Specifically, if he ko's the target of the initial attack that triggers chaingun, can he then target a figure that is behind the original target?

I would say yes. O was adjacent to T when the initial attack was made. The line of fire became clear when you KO'd T, therefore O becomes a viable target for the next attack.
After the attack resolves, the target is gone...therefore NOT adjacent to anyone.
Hmm...interesting. So, if the original target is ko'ed, Punisher won't get to make any free ranged attacks via Chaingun regardless of any LoF issues. That definately brings Punisher down a notch on my list.

But are they still adjacent figures if they aren't adjacent to anyone? It says you have to resolve the attacks seperatley, so in my mind, after you resolve each attack you can check to see if there are valid, legal targets. If you resolve the first attack and there is no long an "adjacent" character to the target, because there IS no target, I would think that the next attack becomes illegal.

Well, whoever it was ruled incorrectly. The fact that so-and-so ruled it in such-and-such a way at the place where we were that time we did that thing has no bearing on it.

Dealing Damage
When your character hits an opposing character with an attack, your character deals damage. The damage dealt to the opposing character is equal to your character’s damage value. When a character that is the target of an attack takes damage, that character’s player turns—or clicks— the character’s combat dial once for each 1 damage taken. Here's the order.
Declare action
Begin attack
Roll dice/determine success
Deal/apply damage
The character has the KO symbols appear...it is knocked out and removed from the game immediately.
The attack resolves
Adjacency is checked...nobody is adjacent as the guy is gone, so no follow-ups
