So I understand the limitations of Skrull Emperor's Outwit, if you have two opposing fig's, let's say one has regular old Hypersonic and the other has a SP that grants hypersonic like Ms. Marvel's "Exfiltration", can he outwit both of them, or would he only be able to outwit characters who both have a power named "Exfiltration" or regular old Hypersonic?

Here is the Special Power:

SCHEME: Skrull Emperor can use Outwit. He can use it normally, or choose a keyword and counter the same power or ability possessed by all opposing characters 10 or fewer squares away that possess the chosen keyword.

The characters chosen by Skrull Emperor have to share a keyword and the same power. In your example, Ms. Marvel has Exfiltration, which grants her HSS, but to Outwit it, you have to Outwit the entire power. Therefore, Skrull Emporer cannot Outwit both characters, unless they are both Ms. Marvel.
