Quick Thunderbolts question

I have 295 points so far on my team out of 300 pts. I have 2 Avengers on it. Can I use Thunderbolts on just 1 of the Avengers or do I have to T-Bolt all of them?

I'm not a judge, but based on the text of the card...

All friendly characters with the Avengers team ability...

...I'd say it's all or nothing. You may want to get a second opinion though.
