A character can't use the theme Probability Control if it has already been given an action this turn (including a free action), but after using the theme PC, it's all good.

you can use them for theme and then do an action, which will push them. you cannot give them an action and then use them for theme

it basically uses prob as if it had the power on it's dial so, Line of Fire needed....

Correct. Line of fire has to be in place, and be within 10 squares of the target.

when i give a character with an action token a theme prob. token and it`s the target of an attack... does it take the pushing damage after or before the attack resolves?

Pushing damage is always done as part of the action resolving (with the active character taking their push damage after everyone else takes their simultaneously)
