what does it mean if the text is marked through?

It means that section of text is being removed. It remains in this printing so people see what is being removed.

Now, the removal from the document doesn't necessarily mean a change to the ruling. In the case of Flurry, that entry is no longer needed as the same thing is spelled out on the PAC.
