I was wondering if, because it's a free action and it doesn't say once per turn, you could just fill the terrain around batman with smoke cloud tokens, then move (and possibly throw out more)... If so it needs to be nerfed a bit, imo.
I would assume that you can Start the turn (given there are no tokens on Bats) with the free action smoke cloud, and then give him any regular action on the same turn, no?

Wow... I hadn't even noticed that but it's true. As smoke cloud is not limited to "once per turn" in it's power text, there doesn't seem like a reason that this wouldn't work. Bats could blanket the entire area within his range with smoke cloud. That's... what, 144 squares in a 12x12 box? Or I guess it'd be a 13x13 box to count the space he's standing in and then count out from there. Eep.
Then you can carry him forward and let him do it again. And again. Hope you have a lot of smoke tokens...
Back on the original topic, others have the same kind of mechanic. Per Degaton can use Incap as a free action when he has no tokens. (But as was pointed out, clearing still ends the turn.)
There is no need to clear after a free action as it takes no tokens and doesn't count towards your actions, therefor you could use a free action(incap., smoke cloud), then use a power action gaining an action token, which you could not clear until next turn. You may not use free actions on your opponents turn unless stated otherwise, like prob.
