Because of the "rule of 3," does that mean the Invisible Woman's ranged combat expert, Mr. Fantastic CANNOT use his +2 perplex on her damage?
Can someone clear this up for me?
RCE +2 to damage, Mr. Fantastic's perplex +2 to damage? It doesn't say he can perplex to +1.
INVENTIVE GENIUS: Mr. Fantastic can use Perplex, but he can modify the target's combat values by +2 or -2 if he is targeting himself of another character with which he shares a keyword.
The +2 or -2 is optional, so you could do it by +1.
Additionally, you could do it by +2, you'd just get a +1 out of it due to the rule of 3...if her damage were to be perplexed down later, I believe the extra +1 would still kick in (though harpula will need to confirm that part after the ellipsis)
Ro3 doesn't limit the amount that a combat value can be modified. It limits the total modification to a +3 or -3. Using Mr. Fantastic's Perplex to increase Invisible Woman's damage is completely legal. The gross modification would be +4. When calculating damage, if there are no negative modifiers to damage, the +4 would then become +3 because of the Ro3. Ro3 only deals with the end result.
