The key is in the phrase: "When a friendly character makes a ranged combat
attack..."

This (so far) always occurs during an action. Staying right where you are, using a normal RCA or a power action for RCE...you give the action, then you make the attack. Since SHIELD is used when you make the attack, that's when it activates.
