NO, I believe its usable only against enemies, but there is a feat you can use that allows you to lock a stat so that it cannot be modified, cant remember which one it is.
The source of the modification is still an ability (even though it is accessed via a power) so Outsiders has no effect.

Outsiders can be used on friends and foes alike IIRC.
The "feat" you mention is probably the Communication Breakdown BFC.

Quebbster is right, of course. The example that I remember most recently was a friendly character using the Outsiders TA on Crisis Darkseid to negate some of the range and damage modifications when using The Omaga Effect SP.

Just the damage value in option 2. The range change (halving the range value) is a replacement.
what if you were to outsiders your own attacking character. Wouldn't that make his/her damage unable to be modified and therefore go straight through toughness/invuln/imperv?
No. Damage reducing powers reduce the damage dealt to the target, not the damage value of the attacker, which means they're not modifiers and aren't affected by the Outsiders team ability.
