like with a hoverin character, could u opt to use a ranged attack against an adjacent enemy? also, r u allowed to use your multi-attack against a single target? thanks, guys.

From the rules:
"They use the hovering rules for ranged attacks, including firing at figures in adjacent squares."

"they can make two attacks against two different targets"

Yes and no. You can make a ranged attack against an adjacent oppenent (or to another opponent who is not adjacent even if there is an adjacent opponent). But Sinestro's rules state that the multi-attack must be against two different targets.
