I have a question about attacks.

The way I read the rules soaring characters cannot fire on charaters on the ground,.. only other flyers. Is this correct??? It seems flyers with ranged attacks SHOULD be able to fire upon grounded targets. Someone let me know please. Thanks

That's the way they are trying to keep game balance

Characters in soaring can only attack other soarers. This is mainly a game balance issue.
